At the 29th United Nations Climate Change Conference (COP29) held in Baku, Azerbaijan, youth participation emerged as a cornerstone of the global climate dialogue. Among the organizations championing this effort was the International Youth Federation (IYF), represented by its President, Dr. Julia Blocher. The IYF delegation played an advocacy role in ensuring that the voices of young people were not just heard but actively shaped the narrative of the conference.
During several side events and panels, Dr. Blocher's participation was instrumental in bringing global attention to youth-driven climate initiatives.
At one event, entitled “Shaping Our Vision for Climate Mobility” hosted by the International Organization for Migration (IOM), Dr. Blocher joined Mr. Israel Baelongandi, COP29 Youth Climate Delegate; Ms. Amy Pope, Director General of the IOM; Mr. Jagan Chapagain, Secretary General and CEO of the International Federation of Red Cross and Red Crescent Societies; Ms. Laura Pavlovic, USAID Senior Deputy Assistant Administrator; Ms. Elisa Morgera, Special Rapporteur on the promotion and protection of human rights in the context of climate change.
During her closing remarks, Blocher underlined: “people affected by climate change – when supported appropriately by governments and their partners – represent a development opportunity, not just a crisis response.”
She continued: “we have to consider those who need protection from displacement by the direct impacts of climate change, as well as the indirect impacts on cultural heritage, social cohesion, and community life. We have to include the voices of affected people in all stages of knowledge development and policy design – including young people.”
In all her engagements, Dr. Blocher emphasized the urgency of empowering young people to lead climate action. "The fight against climate change requires the boldness and innovation that youth bring to the table. At COP29, young leaders have not only shared solutions but also proven that they are indispensable architects of a sustainable future. It’s time to transform their voices into actions that shape global policies."Over the years, IYF delegations was actively involved in the youth-led climate forums, provided young delegates from around the globe with a platform to share their climate action experiences, foster cross-border collaborations, and influence ongoing negotiations.
Dr. Blocher commended the efforts of partner agencies and programme partners such as the International Organization for Migration, UNFCCC and COP29 Presidency for their contributions in bridging the gap between grassroots action and global climate policies.
The IYF’s participation at COP29 exemplifies the transformative power of youth in driving climate solutions. Looking forward, the IYF aims to build on its COP29 experience by expanding its global youth network, launching new climate action programs, and ensuring that young voices remain central to the climate agenda.
